ADVOCACY AND POLICIES OF ACCESS TO JUSTICE: what strategy and / or means for developing countries?

Today, developing countries face multiple human rights abuses by politicians or leaders and even by some justice actors who refuse to speak the law. Human rights defenders at the grassroots are often victims and people at the grassroots. Access to justice is becoming more difficult and posing an obstacle to the improvement of justice. African countries emerging from armed conflict can not find sufficient strategies and means to achieve respect for human rights. So, to you the debate for the case of Mali !
