Displaced communities as investors in development projects?

The new (January 2016) National Land Use Policy in Myanmar includes the following provision related to displacement and compensation for development projects: “if the affected (displaced) person wants to invest in the project it should be allowed.” There are several other compensation provisions, but this is the newest in the Myanmar context.

Do other countries have experience with similar provisions? What implementing regulations have helped them work well (or not)?
