When Law Does Not Match Society Expectations

I know here in the United States the laws are very outdated. We have something that is called “Case Law” which at times can be super helpful and work as an “interim” until the current law(s) gets amended. But if there is no case law than it becomes difficult to obtain a suitable legal outcome. Any suggestions on how we as paralegals can mend that deep legal gap?
